Down, or just Tor
When a mirror will not open, the cause is far more often the Tor network than the market. An onion connection takes a longer path than a normal website. Your client has to find the service and set up a meeting point, and any step in that can stall, especially when onion services are getting flooded across the whole network. The result looks the same as a market outage, which is why it pays to check before you panic.
Before you decide the market is down, do three things. Ask Tor for a new circuit and retry. Try the other mirror. And check whether the rest of your Tor browsing is slow too. If both mirrors fail for a few minutes while normal Tor works fine, then a real outage is likely. Look at the outage log if you want to know more.
